Higher Everyday Living Fees：自願協議與過渡檢查

ACQSC 8 月 11 日 webinar 資料重申既有 HELF 邊界，並非 8 月新規。HELF 是自願協議，不能作為入住條件，也不能在住戶入住前簽訂。Standing agreement 的居民有 28 天冷靜期；之後任何一方可提前 28 天通知變更或終止。規則允許的不可避免成本回收與通知期分開，最長至通知期結束或終止生效後 90 天。Standing agreement 至少每 12 個月複核一次；只有每年 7 月 1 日法定 CPI-based factor 大於 1 並應用規定公式時，才可替換 agreement amount。既有 extra service 和 additional service fee 安排可過渡至 2026 年 10 月 31 日，並自 2026 年 11 月 1 日起失效。Residential Care Service List 的必需服務不能轉入 HELF 收費。每項 HELF 服務必須可單獨購買；bundle 可包含住戶無法使用的個別項目，但須保留真實的單項選擇，且住戶不能比單買可用項目處於更差情況。Commission 首期投訴 newsletter 把錯誤 HELF 收費作為投訴例子，但不代表每項爭議收費都錯誤，也不保證自動退款。
