1 October NDIS transition check: SIL 0138 and digital platform 0137

Mandatory registration for supported independent living (SIL) and NDIS digital platform services started on 1 July 2026. The Commission's transition pathways say existing unregistered SIL providers delivering before that date needed a valid 0138 application before 1 October to keep delivering while assessed; existing unregistered digital platform operators needed a valid 0137 application before 1 October for their separate transition. An application is not a registration approval. NDIA's SIL-specific claiming advice says providers who did not apply by 1 October can claim only for SIL services delivered up to 30 September, and plan managers should reject post-transition SIL invoices from providers that are neither registered nor have applied. Those SIL claim rules must not be applied to digital platforms by analogy.

Document and workflow checks

Turn the official change into reviewable actions

  • Check which service and registration pathway applies: SIL 0138, digital platform 0137, or both; keep the application and decision evidence in an authorised system.
  • For SIL, verify the delivery date, correct 0138 support item, and registered or timely-applicant status against NDIA and Commission guidance before approving a post-transition invoice.
  • If a required application was not lodged before 1 October or its status is uncertain, pause assumptions about continued delivery or claiming and obtain case-specific guidance from the Commission or NDIA.

Who may need to review this

  • Existing unregistered SIL providers and plan managers
  • Existing unregistered NDIS digital platform operators

Impact areas

  • SIL registration group 0138 and claim checks
  • NDIS digital platform registration group 0137
  • Transition application evidence and service continuity

Team review question

Who owns the 0138 or 0137 pathway check, application evidence, and service-continuity decision?

Usage boundary

This is a source-linked transition reminder, not a registration, claim-eligibility or legal determination. The Commission describes applications before 1 October for the existing-unregistered pathways; do not treat a late application as automatic permission to continue. SIL payment rules are separate from the 0137 platform pathway. Do not enter participant, invoice or application records into CaresLink.
